Suppose 9/11 happens on 9/11/2000 instead of 2001.

How does this impact election? Does Clinton's failure to stop the attack hurt Gore, or does the public rally around the administration like it did Bush in reality, thus helping Gore win?

Same question for if it happens on 9/11/2004. Does Bush win in a landslide?

Bush in 04 is a landslide for sure with that (I could honestly see Bush getting 40-45 states), as for 00, I would be saying lean Gore landslide, but if Clinton botches rally around the flag, then Bush wins by a slightly larger margin
