Which US presidential candidates underwhelmed and exceeded expectations?

2020
Underwhelmed: Beto O'Rourke, Kamala Harris, Steve Bullock (on Atlas, at least).
Exceeded: Pete Buttigieg

2016
U: Scott Walker, Jeb Bush, Marco Rubio
E: Bernie Sanders, Donald Trump

2008
U: Hillary Clinton, Fred Thompson, Rudy Giuliani
E: Barack Obama

Of course, I am just giving some quick examples, but what are some other ones?

What are your thoughts?

Underwhelmed: Rick Perry 2012. Governor of Texas, impeccable conservative bonafides, charming folksy demeanour, took a big early polling lead...then the debates happened.
