I think people who don’t vote are idiots but I dislike the implication that they’re free-riders.

They are not free-riders but I think that people who dislike their choices should vote but in a way that shows their dissatisfaction.1

1 e.g. spoiling one's ballot or doing a write-in vote (in a jurisdiction where that will be counted) or else voting for a third-party/Independent candidate as a protest vote (who is on the ballot or who will have his/her votes counted [as an "official" write-in candidate where required])

I'm not sure I understand the voting aspect of this.  What makes a welfare recipient that voted in 2020 any different from a welfare recipient that didn't vote in 2020 if everything else about these two people is the same?

Not voting is technically still a political statement, albeit the laziest one possible :/

To the contrary, there are wannabe 1790s-style Federalists on the US right that think that welfare recipients shouldn't even be allowed to vote, since obviously they have a direct material stake in the result and would be essentially voting themselves a check. (Yes, this way of looking at government is a thing--or at least was in 2012)
