It goes against the original proposal that is to have special elections instead of appointments. This just adds a case for appointment, and by someone who could decide the replacement of another party.

The purpose of the text I introduced was to fill vacancies by special elections. The House changed the main purpose to get special elections with amendment. Because of this I ask to be removed from sponsoring since what the House has now has no relation to what was introduced.

The explanation that goes with the amendment will also need to be altered. The name of the amendment modified because it's not about special elections anymore.

On the new text, I think a party member can become Chair in case of emergency so if a party member is interested in filling a vacancy the member could become Chair and nominate oneself.

If required I will assume sponsorship. I'd be proud to sponsor this amendment, which has support from both the Labor and Federalist parties and will patch a gaping loophole in our election law.

Regarding Poirot's comments, a new title could be the "Constitutional Amendment: Revising Appointment Procedures Amendment". The intended purpose of the bill is to trigger a Speaker appointment of a party member if the chairmanship is vacated (as it was in the GGPR scenario), to close that loophole specifically, though I could see merit to potential changes if any member wants to offer them.

The amendment as originally written is terrible for third parties and guarantees that we would always lose our seats if they went vacant.

There's no harm in just leaving the seat vacant (like in real life).  If that means there is an even number of representatives, then so be it.  It would just up the stakes and cause gridlock, but that's part of the fun!
