As you may know this was the county in which the infamous Kim Davis was elected clerk as a Democrat in 2014. She switched parties but lost re-election to Democrat Elwood Caudill Jr. in 2018. Rowan county is a former tossup county which was voted for Bush in 2000, Kerry in 2004, Obama in 2008 and Romney in 2012. It voted for Trump by a 21.3 point margin in 2016 and a 19 point margin in 2020. Will the incumbent clerk be able to overcome the partisanship or will he be taken down?

Given that McConnell carried it last year for the first time since 2002, I'd say the GOP challenger will be favored.
