No, Manchin made it very clear that he isn't for that, monetary policy and Judges and Cabinet members can be put thru with 51 votes and Reconciliation, but not Statehood and immigration reform
Exactly. I think Sinema has said no along with Tester as well.

No, but it will be weakened so that it doesn't apply to new states (among other things).
