Who were these people? Why didn't they flip in 2016?

I guess there was a brief slowdown in the trends?

There probably weren't many new converts. Just looking at the vote totals, Biden received about 260 more votes than Clinton, while Trump received 6300 more votes in 2020 than 2016. The third party vote declined by 3300 votes.

Like the rest of the country, just more nonvoters became voters and that benefitted Trump in this specific county and others that are like it.

Also many Clinton voters probably moved out. Youngstown continues to empty out, blacks moving to the Atlanta metro and such.
