I think it's more likely that they are simply trying to avoid the optics of a bloodbath in the Capitol. I understand the logic of it, but I don't agree with it.

I mean, the fact that they're taking selfies with the mob suggests it goes a touch further than that.

Maybe? I'm willing to give possible Credence to the idea that, rule number one of any potential dangerous ride situation is build empathy and don't antagonize the mob. Obviously that has been ignored many times in the past year, but this guy may have just been following protocol and buttering the idiot mob up whom he doesn't support and will gladly arrest upon orders.
