Yes in terms of textbook definition, but in reality far less common. Although some would argue they cannot as racism is not just about prejudice but also power. Racism off course has different connotations and different cultures would respond differently. In Canada where I live, only whites can be racist and generally it is wildly accepted by progressives and establishment that racism is not possible by minorities or historically disadvantaged groups due to power structures. But then again Canada is probably most progressive country on earth so not sure this holds up elsewhere.
