For Trump to have won the PV, nearly 1.5 million Clinton voters would have had to vote for Trump instead; thus, it's not all that realistic. However, let's say that did happen. As a result, Trump almost certainly would have won NH and possibly MN (assuming the much-dreaded "uniform swing" model), giving him at least 310 EVs and possibly 320.
Past that, I doubt much would be different. Commentators who derided Americans for electing him would still deride us, and with more vigor, knowing that Trump was not elected by a historical quirk. I doubt Trump would have governed much differently than he did.
