I doubt it. I think the biggest reason he didn’t run was because Obama signaled to him that the party was getting behind Hillary, which would have happened regardless. Beau’s tragic death was probably a secondary reason.
If he did run, however, as I’ve written elsewhere I think he largely would have replaced Sanders as the primary alternative to Hillary and won most of the WWC vote he took. She probably still wins the primary but it may be closer.
The bigger implications I think actually involve Beau himself: He was planning to run for Governor of Delaware, and may have had his own presidential ambitions for the future. He may have even been the nominee instead of his dad this year!
