Man, you are zooming through these. I guess they don't take very long when there's less districts and counties are whole. MS will be interesting. Depending on which way you which you draw. Like Delta +  Jackson + Black Belt would probably be 1-0-1 and the rest would be 0-1-1. But you could probably get 1-2-1 or 0-2-2 as well.

My inclination will be to draw a simple line dividing it in two either north-south or east-west and see how it looks like aesteticaly.
North-south is likelier given how it's more compact and is more in line with how things have been so far, but either east-west or north-south would be justifiable.

I did the same when I made my Texas map with this. I personally don't have a problem with large population deviation. I think districts should be allowed more in the actual House if the deviation allows for more compactness, less county splits, and better COI districts. Obviously it could be abused to some extent but I think 2% deviation should be allowed in reality.

For this project I think 10% would be fine, given that the counties not being split is one of the features.
