Van Hollen would crush Hogan if he challenged him lol we already know what happens when a popular governor challenges a senator theirs a huge difference between state and federal races

I also don't think Hogan runs because its clear he wants to run in 2024 and if he ran for MD sen hed have to move to the left again and hed have a very low chance of success and if his argument going into the 2024 primary is "I'm a Republican who got elected in one of the bluest states in the country" and if he gets crushed 2 years before in that state it would destroy his argument.

Hogan would lose against Van Hollen for sure, but I think he has a chance if it is an open seat.

As with Bullock and others, as popular as Hogan is, nationalization ultimately rules in Senate races. Voters would be much colder to the idea of him as an additional vote for Senate Republicans than as a check on a legislature that's been consistently controlled by Democrats for a century. I doubt his endorsements of Republican Senate candidates as of late have helped him among those paying attention, and even in a GOP-friendly midterm Van Hollen's team wouldn't have a hard time tying some of his more partisan stances (which aren't hard to find, contrary to his reputation) to highly unpopular national GOP figures. I'm pretty sure he won't run and is instead saving everything for 2024 (when he'll inevitably burn out incredibly quickly), but like Bullock he would only marginally outperform a generic candidate under the circumstances.

It would probably be Lean D with Hogan, but his comments about the Senate race in GA suggest that he is probably not eyeing this Senate race, anyways, if he were to run, this would probably be right with or even slightly likelier than CO, in terms of GOP pickup opportunies, AZ, NV, and NH would still be better opportunities for them, but if the candidate is particularly bad in CO, this could jump to the 4th pickup opportunity for the GOP, if Hogan runs

Only way I could see Hogan making this somewhat close is if he runs as an independent and promises to caucus with whatever party is in the majority to "increase Maryland's influence nationally and his ability to deliver for the state."

Even then, hard to see Van Hollen losing unless Biden has an approval rating lower than 30% or something.

Van Hollen has absolutely nothing to worry about from Hogan in a state that exists almost as a microcosm of the Democratic Party. This is like a reverse Hassan vs. Sununu situation.
