Mississippi (still using previous flag)

North Carolina
New Mexico
West Virginia
Pennsylvania (has the Puerto Rican flag for some reason)
New York
Wyoming (has no flag whatsoever)
Ohio
Oklahoma
Washington
New Jersey
Rhode Island
Vermont
Wisconsin
Tennessee
New Hampshire
Nevada
South Dakota
North Dakota
and maybe some others I didn't notice. Feel free to add onto that if I missed any.
