I'd say in a not strictly political sense, the Amish are far and away above everyone else in "extreme conservatism".

I'd say one of the counties like Oneida County, ID where George Wallace, John Schmitz, Bo Gritz, performed very well and where the Constitution Party usually does better than usual too.

There are also parts of Pottawatomie County, KS (St. Marys) where a traditionalist Catholic community known as SSPX vaulted Pat Buchanan into second place over Al Gore.

Utah County, Utah  or Livingston Parish .
Contrary to it's reputation, Utah county isn't even in the top 10 most conservative counties in the state; nearly all the rurals are more conservative, as is the retirement destination Washington County. It's one of the most conservative predominantly suburban counties in the country, but even then Montgomery County, Texas has it beat.

Tiny Paiute County is the most conservative county in Utah.

Probably, though on second thought there's some plausible reason some of them had (like the decline of coal unions) for that swing other then race. After glancing at LaSalle's electoral history which went Thurmond-Stevenson-Eisenhower-Nixon-Goldwater-Wallace and every Republican since i'm guessing it's others with a similar pattern to that.

SW Pennsylvania? Lmao it had a pretty mild swing compared to most of the Upper South. Southeastern Oklahoma and southeastern Kentucky come close, but it looks like the absolute hardest swing in 2008 was in northeastern Arkansas.

Well, it has been one of the most staunchly Republican parishes in the state since the 1950s, but in that election it curiously voted significantly more Democratic than the state as a whole…

Del Tachi is alluding to an ideological sort of conservatism, rather than merely Republican voting habits, I believe.  A ton of Americans are partisan, but only a much smaller number of people have coherent ideologies that go beyond mere partisanship.  There are obviously a lot of counties much more Republican than Williamson County, but the sort of conservatism in Williamson County is a deeply ideological one (in comparison to somewhere like Grundy County, TN (a Kerry '04 - 82% Trump '20 county)), where Trump is almost treated like a religion, but fewer people could explain their political views coherently.

Williamson County is also kind of the poster child type of suburb for upper-middle class people who go to large evangelical churches.  Just look at how much Williamson County stands out on this map of church attendance (as taken by GPS trackers on phones), even from the rest of the South.  The Mormon Belt is the only place that seems to have it beaten.  The type of conservatism that you get out of a well off Southern Baptist or non-denominational evangelical megachurch is very distinct from what you get in some Trump +70 rural county.

Although, I don't know if I would describe Williamson County in 2020 as the absolute most conservative place in the USA, both because Williamson County has changed and (even more) because the definition of conservative has seemed to change.  Ironically, some exurban county on the fringes of the Atlanta Metro might be the answer, even with how Metro Atlanta caused Georgia to flip.  But, if we can rewind the clock a bit, the Daily Caller did rank Williamson County the #1 conservative-friendly county back in 2010:

I actually agree with ExtremeRepublican here re: intellectual ideological conservatism. I also think the posterchild for the most conservative county in the US has to be bigger than some random county of 10,000 people--it should reflect a real community and society of conservatives--not just a handful of rural types. Most Republicans, after all, live in places much denser than the Texas Panhandle even if there aren't many in the truly big metros.

The issue with Williamson County is that it has some inner suburban liberalism around Cool Springs. The same goes for The Woodlands in Montgomery County, TX. I wouldn't pick Utah County, UT because Mormonism--for all its social and economic conservatism--does have some genuine cultural liberalism to it. With that in mind, my pick is one of the built-up areas on the Gulf Coast--maybe St Tammany Parish, LA; Baldwin County, AL; or Santa Rosa County, FL. Somewhere in North Georgia beyond the Atlanta Exurbs--like Hall or Bartow County--could also suffice. If you want to go with somewhere in Utah, I'd recommend Washington County over anywhere on the Wasatch Front.
