Why are the one time expenses from the 2020 budget still on this one?

Has anyone actually realized the Combined margin top tax rate would be 85% ?

Maybe we should ask for the comptroller to grade tax revenue on the Laffer curve, and 85% would clearly be on the right side of the Laffer curve. The Laffer curve is often exaggerated but there is a clear point where it happens. There is no reason for a 15% tax increase from 39 to 45 to result in a direct 15% increase in revenue in that bracket.

Comptrollers already have a hard time rating things as they are, so I don't think that is a good idea. Not because I disagree with you but because it is very hard to simulate

My personal advice for people in this chamber (especially given how costing stuff is super annoying and takes time) is to not change the brackets themselves. Rates within each bracket are easy to change as you can just assume that say, doubling the tax rate will double the income (in reality this is false and someone more economically literate than me can tell me a better formula but a bad costing method is better than no costing method)

But changing the brackets is harder to do
