I know the 2000 census gave seats to Georgia, Texas, Florida, and NC and that any rural Democratic vote that even Gore had was mostly gone by 2004, but the Democratic Party at the time still thought they could use Clinton’s strategy.  Remember that this isn’t the modern South either. How exactly did this trend lead to W’s clear victory in both the PV and EC???
