I. The Council of Lincoln hereby recognizes that Councilor Ishan invaded the private headquarters of the Atlasian Labor Party

II. The Council of Lincoln recognizes that to do so Councilor Ishan impersonated Lincoln citizen Badger of Ohio

III. The Council of Lincoln hereby censures Councilor Ishan for "conduct unbecoming of a Councilor."

IV. The Council of Lincoln encourages Councilor Ishan to resign due to his conduct and issue a formal apology to Chairman TedBessell of California, Vice Chair MB of the Northern Mariana Islands, General Secretary Oregon Blue Dog of Oregon, and other Labor Party officials for his conduct.

So, there is strong evidence that Councilor Ishan posed as citizen Badger and invaded the Labor Party Discord and sent leaks to LouisvilleThunder, so I feel that we need to send a message that this type of behavior is not okay.

I'm not entirely happy with this resolution, but given all the circumstances and discussions, I am willing to support it. I will say that if Ishan elects to stay in the Council that there will not be further adverse action beyond this resolution and that the SOAP will continue to apply impartially to the bills he puts forth.

For good citizens who are not on Discord or are unfamiliar as to what occurred, here's a rundown. I trust the Councillor from New Jersey plus officials familiar with the incident such as myself will be willing to elaborate, if needed.

Atlasia does not have the power to make rules on Discord. Ban people on discord if you can or want. Atlasia does not set rules on discord so don't come back to Atlasia with something that has not broken any rules in Atlasia. At least in IRC time users had the unofficial rule of keeping what goes on in IRC in IRC.

While I'd normally agree with the gentleman from New York, the offense is egregious enough (impersonating and defaming a zombie voter without their knowledge or permission) that there must be some form of repercussion in Atlasia. The (technical) legality of it is not being challenged - hence why this is a censure, not expulsion, motion.

Though I do find it curious that the Liberal Party chair's 'righteous' indignation at violations in 'political morality' does not extend to arguably more severe offenses from a member of his own party.

This is a nonbinding resolution, it's basically a slap on the wrist, the Council is allowed to pass nonbinding resolutions, if it was a binding resolution, then things might be different.

The Council, to my knowledge, has no way to expel a councillor. If you want to get rid of someone, a recall needs to be pursued.

A censure is pretty much just a standard resolution, it has no real legal power.

Well this clause in the constitution suggests we might be able to:

A seat on the council shall be considered vacated upon the resignation, recall, impeachment of the previous occupant; failure of the elected councilor to swear in within one week of the opening of the legislative session; failure of the councilor to vote on six consecutive pieces of legislation without publicly declaring absence.

But then again there is no procedure laid out in the SOAP and the constitution only lays out procedure for disposing of the Governor and/or Chancellor.

Then again the wiki is terrible at getting updated when things get amended so who knows.

In any case, I've expressed elsewhere that I would oppose a formal motion to expel and I definitely stand by that opposition, and I really doubt Brother Jonathan would support such a motion either, and Ishan himself definitely wouldn't, so this is really just academic. We are going to censure (which does nothing in all actuality) and then move on.
