When the NFL was realigning to 4 divisions in each conference, I had this idea that season ticket holders could vote for the three teams that they wanted in their division. They could disregard current divisions, or maintain old rivalries. Houston fans might select Dallas, Pittsburgh, and New Orleans. Jets and Giants might want to be placed in the some division setting up the battle for New Jersey.
If there was a 90% match, those teams would be paired. So perhaps Chicago and Green Bay. Tampa Bay fans might try to keep the association with the Great Lakes, but fans of those cities might not reciprocate unless they liked to travel to December games in Tampa.
After initial pairings were made, there could be additional rounds. If fans wanted to be in a division with Chicago, they would also have to choose Green Bay. Cities that found they were being rejected (e.g. Tampa Bay) would have to discover new rivals.
If this system were applied to State pairs, it would be up to the voters of each state to find a match.
