When you add the 9% of Republicans who want him to leave politics entirely and the 34% who don’t want him to run again, that would add up to 43% of Republicans who prefer another candidate over Donald Trump.

Yeah, "plurality" is a pretty meaningless word in this context. You could also have a poll that says:

Support Trump: 45%
Support Biden, and like orange juice: 28%
Support Biden, and don't like orange juice: 24%

Headline: Plurality of Americans support Trump!!!
