1. Covid
2. Healthcare/economic recovery (and when the GOP senate blocks it, he should weaponize the issue against them for the next couple of years, make sure they go do on record as being against all the things Americans support)
3. Structural reform (if he does 2 correctly he could have a stronger mandate for 3)
4. Healthcare (for real this time)

1. Infrastructure: It's an issue that could actually get some bipartisan support, even in this situation.

2. Criminal Justice / Policing reform: There's potential here, but I doubt there's anything that would actually pass Mitch McConnell's Senate that Democrats would find palatable.

3. Immigration reform: There's an outside chance of something happening here, but I wouldn't bet on it. Some Senate Republicans have signaled a willingness to work on immigration, but again, there will be little cooperation with McConnell in charge.

4. Nothing else will really matter, because even if they somehow accomplish the first 3, there will be no appetite left for the rest. The Senate is not going to pass Biden's agenda.

Just as Trump passed up an opportunity in early 2017 to divide the Democratic Party with infrastructure spending, I think Biden could propose another infrastructure spending bill like the FAST Act that passed Congress with big margins in late 2015 and force the GOP to debate whether they actually do support this.

I think criminal justice could also be framed as a win-win proposal that makes everyone look good.

But if Republicans refuse to do anything on healthcare, continue to hammer them on it after that. I doubt much will be accomplished in the next 4 years. It's possible that for the next two years, we get a R Senate and D House, and then if 2022 is a reverse-2018, could have a D Senate and R House after that.

2. Raising the minimum wage
3. Increasing SSI, SSD and the safetynet in general
4. Rent control and policies that help get the homeless into apartments and homes.
