When does he release his final ratings? Tomorrow night?

Wasserman only does the House for Cook and nothing else. Cook also leaves races at tossup, so thats probably Texas's final rating from them. You might be thinking of Sabato which pushes the tossups tonight at midnight in the east, I think.

Off-topic but I noticed it looking at the timestamps on posts here... does Atlas not observe DST?

You have to manually change the time settings on your account from DST to standard time.

To do that, go to your profile page, scroll down to the bottom under the modify profile heading and click on Look and Layout Preferences, and then on the time offset section, click "auto detect" and it will update the offset to go off of DST.
