Bigger counties are less susceptible to random swings than small ones. We know from the 2018 hard date that suburbs probably decide Trump's fate. Ergo, any large suburban "traditionally GOP, D-trending" county is a good candidate.

I like Maricopa since it is large enough to also single-handedly decide a swing state that is close to pivotal.
