Nope, I find that weird unless it's for something necessary like asking for directions.

I don't mind unless they're soliciting money aggressively.

Depends on the stranger. I admit that I get pretty guarded when men try to chat me up due to worry that they might be creeps.

Depends what they're saying.

I like it when they say things like "oh my goodness you're so handsome, have children with me" but don't like it when they say things like "that's illegal" or "please accompany officer Smith to the police station".

Yeah, it is odd if a random stranger initiates a conversation for no reason.

Y’all ought to come down to New Orleans sometime, baby.

Shouldn't that be "all y'all" when using proper Southern parlance?

I don't mind small-talk and/or a quick friendly conversation to make someones day a bit better, as long as they're also someone who can take a hint about when to end the conversation. Tongue

"All y'all" would mostly only be used in situations when it needs to be stressed that the statement/question applies to every member of a group individually, as opposed to only applying to the group in a general or collective sense.

For example:  "Do y'all need an extra helping of banana pudding?" carries a slightly different meaning than "Do all y'all need an extra helping of banana pudding?"

Sure. I'm usually happy to engage with someone when I'm out and about.
