I doubt it will swing 20 points to Biden, but as others have said, it is pretty eleastic, plus also I do kind of wonder if, since coal didn't come back under the most favorable president and regulatory environment imaginable, some voters and local leaders will finally bite the bullet and realize that it's well past time to adapt to life after coal.
