He can't, Tax evasions from NY is a state crime, the obstructing justice part on Ukraine is a Fed crime, pardons are only for Federal Crimes. That's why he is more likely to face fines rather than imprisonment due to tax evasion. I think Mr. Trump will retreat to Mar-A-Lago and leave WH transition business to Pence, while he tweets all sorts of garbage and conspiracies how the election was stolen from him.
