Is Rasmussen/Pulse a different pollster/methodology than Rasmussen proper?  They seem to typically show results more inline with overall averages.

Rasmussen Reports uses Pulse Opinion Research for all their polls.  Pulse generally has a pro-R bias.  Note that this is different from polls conducted by ScottRasmussen.com; Scott split from Rasmussen Reports several years ago and now has no connection with them.

As for the difference in the Rasmussen Reports polls, I do think they may cook the books in their daily approval poll, which consistently shows much better results for Trump than most other polls.  A possible reason for this: "The Rasmussen Reports daily Presidential Tracking Poll for Tuesday, sponsored by Liberty Nation, Conservative News Where Truth Matters" (from https://www.rasmussenreports.com/public_content/politics/trump_administration/prez_track_oct20).
