It's *Baudouin (French for Baldwin) (no "e")

Also, technically it's the King of the Belgians

But yeah, to answer this question, there are several decent candidates.

I'm tempted to go with Baudouin, but Leopold I was quite good as well imo, and I also quite like the current king Philippe

Albert I. Hands down

Leopold I: very mediocre       
Leopold II: most vile tyrant of 19th century       
Albert I: great, inspirational person       
Leopold III: coward who didn't resist the naz's       
Beaudouin I: awful person, and Franco supporters       
Albert II: awful person, who didn't legitimize his own daughter       
Philippe: very shy, but does an OK job
