We are trying in a real election to fill a statutory office in my local community to design an IRV system where the ballot is secret. My issue is with tie votes. I have read that in ties the candidate that got the most initial first place vote breaks the tie. Suppose however everything is tied for all the rounds? That could happen it seems with an even number of voters voting, and an even number of candidates, or some no votes, that creates an even number.
And what happens if someone picks a second choice but not a first choice? Does the second choice move up to the first choice?
I attach an example. What are the tie breaker options? Thanks to anyone who tries to help the old man out.
