I can't think of any anti-bellwether states or counties. I'm picturing a Gen Xer who has something against Southern personalities and populist appeals in general, but is also uncomfortable with anti-racist initiatives. Probably a Midwesterner, a Corn Belter to be specific. Iowan?

Some hardcore Yankee equivalent of neo-Confederate types with a strong, ancestral hatred of Southerners but also not fond of black people.

Wealthy suburban Massachusetts Republican. Voted for Dukakis because he's local. Continued voting Republican, but gradually warmed up to Clinton and ended up voting for Gore. Voted for Kerry because he's local, then became a regular Republican voter (polarization) except for 2016 because they were skeptical of Trump's conservatism and voted for Clinton as an establishment choice. Came home to Trump because they like his tax cuts.

There are actually some Gore/Kerry/McCain/Romney/Clinton towns in Massachusetts.
