He may have been refering to section 8:
"Section 8: Candidacy Declarations
1. The candidacy declaration deadline for regular elections to the Senate shall be seven days before the earliest possible commencement of the election and for special elections to the Senate shall be two days before the commencement of the election."

For the record: I'm going to leave the absentee ballot as is given that some people have already voted and I don't want to give them the urge to edit their ballot.  Any votes for Dr. Cynic will just be ignored.

The official non-absentee ballot will have his name removed.
