Democrats could make DC and Puerto Rico into states, which would give themselves seats in Congress, but what states could the Republicans create that would be reliable red states?

Even if you combine them, that state would have less than 1/3 of the population of Wyoming.

The Pacific Islands and PR (to a lesser extent) are distant enough from national politics that it's easy to imagine them becoming "pork barrel" states at the federal level and Republicans could cater to that niche pretty well (see: McConnell's incumbency in KY).

If Democrats make DC a state by simply shrinking the remaining territory to a few buildings and fail to pass a subsequent amendment abolishing that territory, Republicans could make incredibly tiny states that might be favourable to them if they were prepared to go that far.

I don't think it's really feasible to split up pre-existing states in most cases, but if TX's clause allowing it to split without federal approval is constitutional, Republicans could gerrymander their way to four titanium R (small) states plus one competitive state.

The upper peninsula, but that of course would make Michigan less competitive by a bit (Clinton would have won it in 2016 it the UP was separate).

Those were admitted in the 1890s and voted for the winner in virtually every election for the first few decades.

The obvious solution here is to revive the movement to create the State of Jefferson, though CA & OR would both have to agree to it, so it seems unlikely: https://en.wikipedia.org/wiki/Jefferson_(proposed_Pacific_state). Other possibilities include splitting Kentucky, West Virginia, or Arkansas.

Those were admitted in the 1890s and voted for the winner in virtually every election for the first few decades.

They are a block of the country which is overrepresented in Congress compared to the rest of the Country.  From 1952-2016 they have voted as a Republican block (with the lone exception of '64 when LBJ took basically the entire country & '92 when Perot's candidacy allowed Clinton to take Montana).
