Really all offices there except president, House Rep, Senator, State senator and State Rep should be appointed or otherwise unelected positions

Even the 2 referendums are in incredibly niche stuff that should be decided by the city council and not voters directly

The City Council DID approve them but since they're amendments to the City Charter instead of just ordinances they require voter approval. Sane way any amendments to the Minnesota Constitution have to be passed by the Legislature but then voted on by the state.

I really feel you on the judge thing, though. Cook County had the same issue with people blindly voting to retain terrible judges. While the system wasn’t set up as badly as what you describe, it still functionally results in objectively horrible judges (including one who assaulted a bailiff and another who regularly sunbathed at her home during working hours). If I lived in Minneapolis, I’d probably do the same thing.

The No Religious Test Clause doesn't preclude voters from taking into account a politician's religious beliefs when making a voting decision. How could it?

Whether BRTD is in keeping with the spirit of the No Religious Test Clause, on the other hand, is another question entirely.
