I don't know why California gets polled that often. Obviously, Joe Biden will do even better than Hillary. Trump is just toxic in the Golden State.

We have a handful of in-house pollsters like PPIC, USC & UC Berkeley. Plus outlets like the San Diego Union-Tribune who traditionally request SurveyUSA polls every election.

Only California seems to get the "Who cares how they're polling" treatment

They asked a lot more than just the presidential race too here, it's not as if they're spontaneously polling the prez race in California for no reason, it's more gauging public opinion on other matters but they decided to throw in a couple questiosn about the prez race.

I guess I just notice it more with these CA polls. I do think there's some value in polling CA/NY/MA as far as the national numbers.

Such as the case with PPIC and as noted earlier, most of these pollsters aren't just gauging the presidential race but Newsom/Sacramento approval, ballot props & other state issues. But while they have the opportunity, might as well ask about the presidential race

how much will this shift the popular vote if he wins by 4 points more than hillary? we should keep that in account as well & other blue state shifts.

Not as much as you might think.  California cast about 14 million votes in 2016.  Assuming the same level in 2020 and shifting 4 percent of that yields an "extra" 560K votes for Biden.  Nationally, there were over 136 million votes, so 560K would be less than half a percent.
