It's a county that hasn't voted Democratic since 1948, but with the growth of the Chattanooga area with educated transplants and Phil Bredesen barely losing to Blackburn two years ago, could Biden score a surprise victory in Tennessee's fourth largest county?

No. If even Phil Bredesen was unable to win this county, then I doubt Biden will. He will improve significantly over Hillary Clinton here, however.

No, Tennessee is kind of remarkable in that every county can reasonably be called Safe R/D in this election, given that even Bredesen picked up no counties when overperforming Clinton by 15 points.

Upper single digits could happen in Hamilton, but it's not going to flip.  I think Hamilton probably has the second strongest Democratic trend in the state, though (only behind Davidson).
