I think Gore wins by a slightly smaller margin than Clinton. He doesn't have Clinton's charisma/campaigning skills, but he makes up for it somewhat by not having Clinton's personal baggage.

Clinton defied conventional wisdom in picking a fellow Southern New Democrat as his running mate. Given Gore's pick in 2000, he would be less likely to do that in 1992, probably following the old New Dealers' North/South ticket balancing rule.

Gore wins, but not by as much. In fact, Perot probably does significantly better because now he’ll not just be a contrast to the two major parties in policy, but also in personality. Both Gore and Bush were boring, uncharismatic policy wonks/technocrats/nerds/“elitists.” Perot would have appeal to those who were turned off by that.
