I suggest the President nominate someone to head this up. Presidential duties are very heavy. Should we not add something to this effect ASAP?

I understand hurry, but we risk many mistakes by encumbering the President with this with no ability to delegate this to someone with Presidential oversight.

Speaking as Middle Eastern Ambassador: This bill doesn't do that. Only a formal declaration of war can do that. The problem is the actual status of Islamic State. Terrorist group or legitimate governmental entity with sovereign held territory. If a sovereign nation then we can formally declare war. If not our only constitutional recourse is letters of mark and reprisal (which this can and should be used as ISIS has killed Atlasians here and abroad) with cooperation with the governments where Isis are conducting their terrorist operations.

I know we are in the mist of changing over to the new constitution but this should still be examined and every effort made to save as many lives possible.
