Abolishing the fillabuster is almost a certainty
and likely admitting one of Puerto Rico or DC as state Id say Puerto Rico is more likely to pass packing the court is gonna be a big lift

Assuming Biden wins and Democrats take the Senate:

Adding DC - 100%. It's pure delusion to think that a Democratic Senate wouldn't pass this.
Adding PR - depends on the probability of PR voting for statehood in November, but 100% chance if they do.
Adding 2 seats to the Supreme Court - 100% if Republicans confirm a Trump nominee before January and there is no grand compromise. 0% if the above isn't true.
Adding seats to the lower courts - Probably a low priority.
Abolishing the filibuster - Not sure if they're bold enough. Maybe 50-50, and it's possible a grand compromise keeps it in place.
