Yes. Since the retirement of Justice Hugo Black, all of the Justices have been activists at one time or another. The difference between the conservative Justices like Scalia and Thomas and the liberal Justices like Ginsburg has been intensity compared to frequency. Ginsburg legislates from the bench more frequently, whereas Scalia legislates with more intensity. Bush v. Gore was the most intense display of activism I have ever seen, and Scalia supported the decision and defended it in public.

A mixed record as a jurist - sure, she was the second best member of an institution that should not exist, but that's a pretty lame praise. Her work as a lawyer before becoming a judge is basically entirely admirable afaik. If you care at all about the rights of marginalized groups in the United States then her decision not to retire in 2013 was absolutely unforgivable.
