To be fair -- and I was solidly for Gore in that election and strongly regret that he lost -- the outcome in Florida simply wasn't 100% clear due to limitations of the state's voting technology.  I read some studies in the aftermath of the election that suggest Gore did win, others that he didn't.  But you can make a legitimate case for either outcome; it wasn't a blatant attempt to steal the election going in, which is what Trump is up to.

Devil's advocate, don't agree with him, so on and so forth: could he be saying that "federal judges may need to decide" if the vote is too close to yield a definitive winner?
