Reading the articles now and seeing that it was one doctor who kept performing unnecessary surgeries and who ICE kept sending people to, and seeing the financial incentives there, I can now see how this would happen.

 The doctor seems corrupt and incompetent he was also in trouble for fraudulently billing Medicare and Medicaid. Which begs the question of why a private facility servicing a government contract would use him for medical services.

The reasoning for that should be self explanatory. People innately trust their Doctor. If you're of an exploitative or evil mind, who more easy to exploit than a woman or a child? What groups of people have been socially conditioned to resist less, and trust more?

Very worthy of further investigation, but five potentially medically necessary hysterectomies at one private facility by a single doctor does not a policy of mass sterilizations make. Further evidence we should do away with private detention facilities, though.

As far as I can tell, an immigrant doctor in private practice pushed immigrants who didn't really speak English into having unnecessary surgeries to fraudulently bill the government. This is obviously bad. I think that there should be caution before we declare 5 unnecessary surgeries to be Hitler's second coming, instead of governmental incompetence letting an incompetent doctor hurt people.
