New Hampshire was a pro-gun state, at least at that time.

New Hampshire was still a Republican-leaning state at the time. Clinton's wins in 1992 and 1996 were aberrations at the time- LBJ was the only post-FDR Democrat to win the state until then. Nader votes certainly played a role in Gore's loss, but Bush also outperformed Dole across the board, especially in north central New Hampshire (Grafton County, the most Democratic part of the state today, only voted for Gore by 0.6%). As mentioned in previous replies, Bush was the more dovish and pro-gun candidate in 2000, which helped in a state that was (and still is) receptive to such positions.
