The federal government already requires staff in schools to wear masks. Students are required to wear masks where they can't social distance. Remember that high schools-the biggest risk of transmission-are closed until Level 1.

I don't think we should let Laki mess with the good work that the Labor Party has done. Overhauling the bill like this, especially given the author, is bound to be riddled with mistakes. The administration recommends that the amendment be rejected and we then can look at it more constructively once Sev's amendment passes.

My amendment has been approved without objection.

Rep. Laki's amendment is considered unfriendly, as is Rep. Jessica's. I urge the Representatives to withdraw these amendments so we can focus on each change separately.

5. States may be exempted from having the mask mandate apply within them if they provide a formal request for an exemption to the President and the President accepts this request within 7 days.

Masks should not be mandated in cars. How are you even going to enforce that? People should be allowed to not wear masks in cars even if they have people in the car that do not live in the same household. It's up to the driver to enforce whatever rules they want in their car.

Masks should not be mandated in cars. How are you even going to enforce that? People should be allowed to not wear masks in cars even if they have people in the car that do not live in the same household. It's up to the driver to enforce whatever rules they want in their car.

When you get pulled over for another offence (like speeding, or a DUI checkpoint); police can easily check you are wearing a mask or not and add the fine.

This isn't specifically related to masks, but this bill seems like the best way to do this. So the administration wants to boost usage of our "DefeatCoronavirus" contact tracing app. In New Zealand, businesses are required to display the app's QR code at their entrance or reception. https://www.rnz.co.nz/news/covid-19/423859/deadline-for-businesses-to-display-covid-tracer-qr-code This has boosted the app's usage and so improves their/our contact tracing capabilities. So we should do something similar, I suggest adding this clause.
"Effective 14 days from the passage of this bill, all places of business shall be required to display a QR code for the DefeatCoronavirus app at their entrances or reception areas.
a) Failure to follow this requirement shall result in a penalty per offence of $500 for first-time offenders, and a penalty of up to $1,000 per offence for continued breaches."

Many police officers have political agendas and we can’t let that risk getting in the way of fighting the virus.

All right. To settle the multiple amendments currently pending:

Since Laki is no longer in the House, and that his amendment is in any case functionally impractical (we're not in a position to reassess this every three months, for one thing), I will remove it from consideration in my capacity as presiding officer.

Jessica's amendment has been declared unfriendly, so we will move to an amendment vote in a minute. Sev's amendment to strike section 2(a) is therefore annulled since section 2(a) technically doesn't exist yet.

Sev's amendment regarding the DefeatCoronavirus app will be adopted within 24 hours of its proposal if nobody objects to it.
