I think there are enough people who didn't mind the old flag, but want to get this issue out of the way that they'll approve the new flag.

This is vague and benign enough for genteel racists and moderate whites to vote for it along with the Black community and liberal/progressive thinking white folks. Only the hard liner Neo-Confederates will put up a fight.
