So, a couple of things, first to me, this seems more like an income tax hike rather than a proper value added tax, so I think that should be clarified (Income tax hikes will probably be needed, but should be done in the budget, which is where they are dealt with).

Second, apparently we don't have a sales tax, and I recently sent a bunch of bills to the Comptroller General and I'm expecting that we'll have a deficit, so I'd appreciate it if we can wait until those scores come back, before deciding how much we want this rate to be, or we can just do this as part of the budget.

This amendment makes it a true VAT and if the income tax hikes are still desired, that can be debated once the budget is debated (which is where income taxes should be debated), anyways 24 hours to object or for the sponsor to provide feedback. It also sets the implementation time to when we pass a budget, since that's when this will be finalized anyways.


Also for reference this was the last budget: https://talkelections.org/FORUM/index.php?topic=325712.0, this probably means the rate for this will need to be quite high, but I'll wait for the scored bills before adding anything further

So, we haven't gotten anything, so I'm going to start to take matters into my own hands and that starts by proposing a spike that we'd probably have needed anyways
