It seems like he did significantly worse in the South than in the rest of the country.

Not sure - perhaps the racial polarization has something to do with it.

Very likely because of racial polarization, and especially because of how much Black voters tend to be steadfast Democrats.
I haven't ever run the numbers but I suspect to be there a fairly strong inverse correlation between the share of Black voters and the share of Perot voters in a state.

Bill Clinton and George Bush resonated much better with the South, meanwhile Ross Perot was more of a national candidate. I think Perot would've done a lot better in the electoral college if he focused on a few states like Maine and Utah, although this probably would've costed him in the popular vote.
