No, although I obviously have little in the way of proof to back myself up. The results of the midwest especially in the past few lower level elections were a pretty clear indicator things were changing. That's barely even touching Hawaii's weird swing in 2004 and similar events. Hell, Vermont was solid red a few decades ago. Politics is getting more divisive, but still on the move.

No electoral certainty is permanent in U.S. politics.

Except D.C.

Only DC? Don't you think that the colorful states in this map will keep DEM or REP for many years?




Exactly, though I'd argue Indiana is safely Republican too, as well as Missouri, and WA, OR, NM and ME01 are safely Democratic. Since this post is before the 2020 election, I understand you not including CO and VA as blue (or using the color scheme you used, red), but in reality both states are pretty Democratic at this point.
