1. Government Facilities
a) All persons inside a building owned by the Government of Lincoln must wear a face mask covering the nose and mouth

b) Hand sanitizer must be made readily available in all buildings owned by the Government of Lincoln
c) Government workers who are not required to work on site shall work from home.
d) The various departments and administrations of the Government of Lincoln shall be responsible for ensuring that all possible services are made available online.
2. Liabilities for Businesses
a) Customers and employees of retail stores must wear a face mask covering the nose and mouth while in the store.
  a1) Customers are not required to wear a mask for a pick up which does not require entry to the building.
  a2) Retail businesses who do not adhere to the requirements specified in this act may be fined up to $500 per infraction.
  a3) Individuals who do not adhere to the requirements specified in this act may be fined up to $25 per infraction.
b) No business shall be required to serve customers which do not adhere to business policies regarding covid-19 protection.
c) It shall not be considered wrongful to terminate an employee who refuses to adhere to business policies regarding covid-19 protection.
3. School Safety
a) School districts in Lincoln may be permitted to open schools for face-to-face learning only if the district covid-19 positivity rate is under 3%.
  a1) Schools must be closed if the district positivity rate increases to above 3%.
b) All persons in a school in Lincoln must wear a face mask covering the nose and mouth except during designated meal times.
c) Hand sanitizer must be made readily available in all schools in Lincoln.
d) Public schools must make classes available online meeting all curriculum criteria.
  d1) Online classes shall be required in districts which do not meet the requirement for reopening and optional for all students in districts which do meet the criteria for reopening.
4. Lincolrail and Lincolnbus
a) Lincolnrail and Lincolnbus services shall be permitted only to operate at half capacity.
  a1) Passengers shall be seated such that they are not adjacent.
  a2) Passengers shall not be permitted to sit in seats facing towards other passengers.
b) All passengers and employees of Lincolnrail and Lincolnbus must wear a face mask covering the nose and mouth while on board.
c) Hand sanitizer shall be made readily available on Lincolnrail and Lincolnbus services.
5. State and Local Governments
a) This act shall not be construed as to prevent state and local governments within Lincoln from applying additional requirements as they see fit.
b) State and local governments in Lincoln are encouraged to adopt the policies outlined in section 1.
6. Timing
a) This act shall take effect immediately upon passage.
b) This act shall expire January 1, 2021 unless extended by the council.

3. Police Reform
a. All police officers in Lincoln are hereby required to wear functional body cameras during any encounter with the public.
b. Any officer who fails to wear a functional body camera during interactions with the public shall be subject to review overseen by an official in a statewide or regional Justice Department official. Officers who repeatedly fail to wear functional body cameras shall be subject to penalties including fines, imprisonment as determined by local judicial officials, and termination. No officer fired for failing to wear a functional body camera shall be rehired within Lincoln for a period of at least one (1) full calendar year.
c. Any officer who fires their duty weapon must immediately turn over body camera footage and file a detailed report indicating the circumstances and justification for such an action. These reports shall then be subject to review overseen by an official in the department itself as well as the regional Justice Department. Any officer found to have misled their department or the regional government shall be subject to termination. Any officer fired for misleading their department or the regional government shall be permanently barred from working as a law enforcement officer in Lincoln.
d. Qualified immunity is hereby banned in Lincoln. Any citizen of Lincoln may file suit against an officer or officers as well as their department for any perceived civil rights violation.
e. No victim of police violence shall be barred from suing any officer, officers, or department in the course of an investigation as outlined in section C.
f. Chokeholds or any method of restraining a suspect's ability to breathe are hereby banned in Lincoln.
g. Rubber bullets, tear gas, and any similar method of crowd dispersal are hereby banned in Lincoln unless declared lawful by the Governor of Lincoln, subject to approval from the Council, in times of great civil unrest where all other options of crowd containment and dispersal have been exhausted.
h. In the event of rubber bullets or tear gas being used as outlined above, no projectile shall be shot directly at a citizen under any circumstances. Any law enforcement officer found in violation of this ban shall be subject to imprisonment for assault with a deadly weapon or any charge found suitable by local prosecutors.
i. Police departments are hereby forbidden from purchasing or owning any weapons or equipment previously owned by military forces including tanks, body armor, high capacity assault weapons, tear gas, "flash bang" grenades, or any similar piece of equipment.
j. The use of high capacity assault weapons and body armor shall be legal for SWAT teams serving legal warrants.
k. "No-knock" warrants are hereby banned in Lincoln. This shall be defined as any law enforcement official serving a warrant without previously knocking and identifying themselves with the correct department first.
l. Any officer performing a welfare check in Lincoln shall first identify themselves with the correct department prior to entering any domicile and shall be barred from drawing their duty weapon prior to entering a domicile unless fired upon first. This provision is still subject to the details outlined in subsection c.

4. Implementation
a. This act shall take effect no later than two months after its passage or December 1st 2020, whichever comes first.
b. This act and all provisions herein shall be subject to amendment by the Council of Lincoln at any time if deemed necessary.

The Freedom to Drink Outside Act

1. What this bill will do?

This bill will suspend all open container laws in the region of Lincoln and legalize public drinking


2. Why should we do this?

The reason why we should do this is because open container laws target the poor and minority groups and according to this* only 7% of criminal summons were issued for whites.

3. Enforcement

This bill will be enforced 1 month after the Governor signs it.

Well I introduced a combined bill so I think that should solve this issue anyway.

These new programs shall belong to one of the 5 areas of knowledge and their coursework must be approved by the Lincoln Department of Education. If the program is accepted, Annex A shall be updated accordingly.
4. Colleges and Universities in the region of Lincoln may offer bachelor's degrees on subjects and matters outside those in Annex A without the approval of the Lincoln Department of Education. These bachelor's Degrees shall be called "(University Name) Unofficial Degree in (subject matter)".
5. The Region of Lincoln shall not fund the tuition for any unofficial degrees at any universities in the region

We already tried that once and it got voted down, so I'd rather not try it again, also side note all of this discussion should happen in the discussion thread and not here

I made the VAT a stand alone bill to try to have a surplus in the next budget, which will be when I leave Atlas.
I believe this is a worthy discussion to be had, so I will sponsor.

Lincoln Downballot Elections Act

I. Elections

1. Gubernatorial elections and elections for state legislature shall occur every six months. The mayoral elections for New York City and Chicago shall also occur every six months. Gubernatorial elections will not occur at the exact same time in every state.

II. Composition

1. Each of these states shall have a bicameral legislature
2. House and Senate districts are not required to be nested unless stated otherwise, also each House and Senate seat must have equal population to other House and Senate seats
3. The number of legislators per state shall be as follows:
i.Wisconsin: 33 members of the State Senate and 99 members of the State House of Representatives
ii. Illinois: 59 members of the State Senate and 118 members of the State House of Representatives
              a. 2 voting districts for the House must be nested into each Senate district
iii. Michigan: 38 members of the State Senate and 110 members of the State House of Representatives
iv. Indiana: 50 members of the State Senate and 100 members of the State House of Representatives
v. Ohio: 33 members of the State Senate and 99 members of the State House of Representatives
            a. 3 voting districts for House must be nested into each Senate seat
vi. Pennsylvania: 50 members of the State Senate and 203 members of the State House of Representatives
vii. New Jersey: 40 members of the State Senate and 80 members of the General Assembly
            a. Each Senate district shall elect two representatives, in other words House and Senate districts have the exact same lines
viii. New York: 150 63 members of the State Senate and 63 150 members of the State House of Representatives
             a. nesting not required, however nesting districts is preferred, if possible
ix. Connecticut: 36 members of the State Senate and 151 members of the State House of Representatives
x. Rhode Island: 38 members of the State Senate and 75 members of the State House of Representatives
xi. Massachusetts: 40 members of the State Senate and 160 members of the State House of Representatives
xii. Vermont: 30 members of the State Senate and 150 members of the State House of Representatives
xiii. New Hampshire: 24 members of the State Senate and 400 members of the State House of Representatives
xix. Maine: 35 members of the State Senate and 151 members of the State House of Representatives
             a. three additional non-voting seats in the House of Representatives must be set aside for members of the Penobscot Nation, the Passamaquoddy Tribe, and the Houlton Band of Maliseets.
xx. Virgin Islands: 15 members of the upper house of the Legislature of the Virgin Islands and 25 members of the lower house
xxi. All elections for State Senate shall be conducted by ranked choice voting. All elections for House of Representatives, except in New Jersey shall be conducted by ranked choice voting
xxii. Elections for the General Assembly in New Jersey shall occur based on a first-past-the-post voting system.
4. All states shall have their “default” systems for electing the lower houses of their legislature as elections by instant runoff voting for single-member district constituencies; excepting New Jersey, whose default system shall be the election of two members in each upper house district by two separate instant runoff elections. Each state may additionally choose to adopt one of the following alternative systems:
i. Proportional list representation with no districts
ii. Mixed-Member Proportional system
iii. Elections to multi-member districts via Single Transferable Vote; each district electing 3 or more members.
States that choose to adopt such a system shall adjust their districts and nesting requirements accordingly. Such adoption may be simulated by the GM, including adoption by a state prior to the passage of this bill.
5. All upper houses of state legislatures must be elected by Instant Runoff Vote in single-member districts.
6. States shall have the option to switch to a parliamentary system, mirroring Lincoln’s own system; in such a system the Governor’s role would become more procedural and facilitators while the head of government would be selected by the governor and required to command confidence of a majority of the lower house. Adoption of such a system may be simulated by the GM, including adoption by a state prior to the passage of this bill.
7. All gubernatorial elections shall take place using an instant-runoff voting/ranked-choice voting system.
8. All mayoral elections shall take place using an instant-runoff voting/ranked-choice voting system.


III. Redistricting


1. Redistricting shall consist of a commission of the majority and minority leader of both houses of the state legislature, as well as 5 citizens, and 2 legislators from the minority party in the State House of Representatives
2. The commission must create a map that prioritizes one of these two goals: maximizing the competitiveness of districts or drawing districts proportional to partisanship
3. In areas where there is a high minority population, and it is possible to draw a seat where the voting age population of a minority coalition is greater than 50%, or where the voting age population of a specific minority group (i.e. African Americans or Latinos) that seat must be drawn by the commission.
4. In areas where it is possible to draw a seat as described in Section 3, Clause 1, but with a minority coalition or individual minority group population of above 40% of the voting age population, it is recommended that the commission draw that seat
5. For the purposes, of this act, the seats in Section 3 shall be known as Voting Rights Act seat (if it is a majority of a single minority) or a Minority Coalition seat (if they seat is formed by a majority of multiple minority groups)
6. For the purposes, of this act, the seats in Section 4 shall be known as Opportunity Seats
7. Redistricting shall occur every two years on this calendar (2021, 2023, 2025, 2027, etc.) as well as when necessitated by an election system change.

IV. Implementation

1. This act shall take effect two weeks after being signed into law
