For me:

1. Slovenia - most progressive and advanced.
2. Bosnia & Herzegovina - beautiful country with a tragic history and Bosniaks appear to be the least nationalist and most secular of the three constituent peoples, but homophobia is still quite present.
3. Croatia - beautiful and quite high standard of living, but also strong nationalist sentiments.
4. Montenegro - don't know much about them apart from that they use an old Serbo-Croatian past tense (imperfect) regularly.
5. Northern Macedonia - they managed to solve the name crisis, props to them?
6. Kosovo - don't know enough although I'm skeptic of any Greater Albania plans.
7. Serbia - Milosevic, Vucic.

Croatia, a great place for vacation and interesting culture. Kinda like Northern Macedonia as well, since the region my Greek family is coming from is culturally influenced by Macedonia.

Slovenia, but Bosnia seems quite interesting, as an intersection between the Islamic, Orthodox, and Catholic worlds.

The Balkans in general are pretty interesting.

My Mum's family are from Slovenia, so that one (the current prime minister is an odious Orban wannabe though). Bosnia is the one I've enjoyed visiting the most.

If Slovenian liberals were finally able to overcome their tendency to be simply personal cults (LDS, Zares, Positive Slovenia/Zoran Jankovic, Miro Cerar Party, Gregor Virant List, Alenka Bratusek Party...), they could've easily avoided the 2 most recent terms of Janez Jansa.

I can't really make an informed decision on this, but for completely shallow and superficial reasons I am going to say Croatia only because every Croatian person I have ever met, and there were quite a few of whom I went to school with, were absurdly pretty-both male and female.

So, I've only been to Croatia and Bosnia, and I enjoyed both enough that I'd really like to see the other countries, but this is an easy Bosnia vote for me. I enjoyed the week I was in Bosnia enough that I would seriously consider retiring there if it was in the cards.

Croatia and Slovenia are both beautiful places to visit! Bosnia and Montenegro are definitely a close second, though!

Probably Croatia or Slovenia but I voted Kosovo because I love how much they love America and third way politicians.

America, be the America Kosovo believes you always could be.

Torn between Croatia and Slovenia, but the tie breaker is that Croatia never raised Melania Trump.

I have been (briefly) to both Slovenia and Croatia. I don't know.
Croatia is more geographically diverse and probably if I visited it thoroughly I would like it more*, but Slovenia is our direct neighbour and for some reason it comes off to me as a slightly friendlier place.
I think I will go with Slovenia because it's kind of lesser known.

*Croatia is also freaking good at sports (and pretty nationalist about it apparently)

The best way to find out is to go there:

Budapest & the Balkans

Balkan Adventure

And that's not the only travel agency you could use:

Dubrovnik Dreams Traditional
-------------------------------------------

I have used both companies when I was still in their ideal age range (in Australia, New Zealand, and India).  You won't be disappointed by them.

I can confirm that's true. Most Croatian women I have seen are stunningly beautiful.

Slovenia. Not only the most developed with the highest standard of living (more like Austria than Serbia in many ways) but a stunningly beautiful little country, packing mountains, lakes, coast and a lovely capital into a small area.
