I can't think of a scenario where Bill Jefferson and David Duke are the top two.

If this scenario did happen, Duke would win, and whether he's seated probably depends on which party controls the Senate.

If Republicans control the Senate, they seat him, if Democrats control the Senate, they don't.

David Duke (R) 50.02%
Bill Jefferson (D) 49.98%
